I'm not certain exactly, but usually "nearby" means something on the order of melee range.

Its range is as about as large as an elementalist ward for reference. But this skill does not work correctly as of 09/jul/05. You gain energy for each nearby foe, but nearby foes do not loose energy.

This looks to be the best skill for solo management in the Me/Mo solo UW and FoW build.

i think the proper range is a mesmer's chaos storm.
it's great for getting next to a bunch of spirits, and just stealing their energy.

As username have observed, this skill is no aviable at any Skill Trainee. But it is aviable from the mesmer quest in Yak's Bend. It is exsremly handy for my monk, as I will have more energy to play with.

'....whenever you cast a spell, you steal 1 Energy from each nearby foe ..'
Possible reason why it seems that nearby foes do not lose energy; maybe the fact that lost of 1 energy is hard to track. It can be quicky recovered through mana regen.

It definately doesn't drain energy anymore. This has been confirmed by the devs, but they skill description just hasn't been updated yet.

At first I thought this was a great skill. Considering it's duration and recharge and mana cost, it IS a good enchantment to have lying around.
But then I realized , "Wait a minute. I'm an Elementalist. I'm never supposed to be near the action and just blasting everything from far away."
So i stopped using it. But if I ever decide to have a walking bomb build, This skill would be excellent to throw in those extra points of mana in.

I have noticed something. This doesent drain energy from nearby enemys, you just get 1 energy for each enemy.

Yes if you read the description closely it says "you gain" not "You STEAL" energy from nearby foes.
I wish channeling worked like the attribute Soul Reaping for Necromancers. I know it would be cheap, but something to that effect. A larger radius or something of the sort.

How far exactly this skill works from the most recent update. It reads "each foe in the area" how far is this area in terms of range are we speaking off?

its about 26ft, or just over "nearby" for reference.
Thats roughly 1/3 the size of your aggro bubble.
Or about 13 ft smaller than Shout range as another reference.
Basically - Your right in the action.

I use channeling on this char ALL THE TIME! In my opinion its better than fire attunement at times.. ever been in witmans folly, and theres like 20 grawls in one place? well there you go. If youre a E/me like me then if theres 4 foes in the area with fire attune and this on you then flare (not to mention lots of other spells..) are free.
